In Hamburg, power connections are being rationed for new large-scale projects requiring a capacity of more than 1.5 MVA. The new allocation process for medium- and high-voltage connections will launch in the second half of 2026. This move is driven by a sharp rise in connection requests and delays by 50Hertz in expanding grid connection points. The measure primarily affects data centers, battery storage systems, electrolyzers, power-to-heat plants, charging hubs, and new industrial projects. Consequently, there is a risk of partial capacity allocations, delayed project start dates, or the need for repeated applications. However, private households, small businesses, and existing connections are exempt from the new regulation.
Why Hamburg Is Rationing Power Connections
The current peak load on the Hamburg grid stands at around 1.8 gigawatts. Yet, within just a few months, new projects have requested connections totaling two gigawatts. Mathematically, this figure exceeds the city’s current total peak load. However, a request does not equate to immediate or sustained consumption at that same level.

Hamburg sources a large portion of its electricity from the upstream transmission grid operated by 50Hertz. However, in late 2025, 50Hertz reported delays regarding additional capacity that had already been promised. According to Hamburger Energienetze, the necessary transformers and new grid connection points had been ordered as early as 2017. Consequently, the rationing of power connections in Hamburg is a result of rising demand and insufficient transmission capacity at the grid handover points.
Large-scale projects must align with available capacity
The threshold applies to connection capacities exceeding 1.5 megavolt-amperes (MVA). It covers new large-scale connections as well as expansions that push an existing customer’s total capacity above this limit. The procedure also applies to data centers, large-scale storage systems, electrolyzers, heating facilities, EV charging hubs, and industrial projects. Existing capacity allocations remain unaffected.
According to the grid operator, 99 percent of all connection procedures remain unchanged. Households can therefore continue to register wallboxes or heat pumps under the existing rules. The grid operator determines available capacity annually and allocates it among approved applicants. Additionally, flexible contracts are intended to allow for higher electricity consumption during periods of low grid load.
Grid bottlenecks complicate new investments
Nevertheless, investors face an additional planning challenge. If Hamburg rations power connections, large-scale projects may initially receive less capacity than requested. Projects must then start on a smaller scale, ramp up capacity in stages, or wait for a subsequent allocation round. However, the distribution mechanism merely prevents grid overloading; it does not itself create new capacity.
Berlin, Frankfurt, Bremen, and Duisburg already employ similar models. The Federal Network Agency, however, opted against a uniform nationwide standard procedure, leaving the specific design to grid operators. Hamburger Energienetze plans to invest around three billion euros in the electricity grid over the next five years. Even so, bottlenecks could persist until the early 2030s—and in some locations, even longer. Consequently, the allocation process remains an interim solution until additional transformers and grid connection points become available.
